The case describes the challenge of global climate change and assesses the role played in international climate change politics by the European Union with particular reference to the process of the negotiation, ratification and putting into force of the Kyoto Protocol aimed at limiting worldwide greenhouse gas emissions.

Teaching objectives

To analyse the extent to which, given the opposition of the Bush administration in the US to mandatory action against climate change, the European Union is willing and able to provide the leadership required for effective collective international action to be undertaken to limit greenhouse gas emissions.
