The case describes the transformation of the National Library Board in Singapore from a somewhat bureaucratic library into a customer oriented information provider.
The case enables to teach how to manage innovation in a service organization and how one can develop internal entrepreneurship in a government organization. It contains sufficient material to discuss both innovation strategy and the implementation of a major transformation programme.
